Dr Who has always been political.
From the beginning the faulty Tardis would visit 'troubled' communities.
Oppressed salt of the earth battlers being oppressed by elite/alien overlords.
The Doctor was a catalyst for change, empowering locals to overthrow the evil and regain their 'freedom'.
They have now figured out old people drop off the perch and they have to appeal to a new audience.
As they say in Silicon Valley: Innovate or die.

Like MaxHR said Doctor Who has always had political and social storylines, but back in the days before Chris Chibnall they would hint and guide us to the point/moral of the story, now they not only lead the metaphorical horse to water but they also shove it's head in said water (and hope it doesn't drown). They should stop treating the viewers like robots and let us make up our own minds.
